- Immigrant health coverage and PRWORA (Lillie-Blanton and Hudman 2001): Co-authored AJPH editorial documenting the 5-year Medicaid bar and deeming rules imposed on legal immigrants by the 1996 Personal Responsibility and Work Opportunity Reconciliation Act; showed that noncitizens use less medical/dental care than citizens after controlling for income, employment, and health status, contradicting the "burden" narrative; documented racial/ethnic uninsurance heterogeneity within the noncitizen population.
