My Take

The measurement-error finding is genuinely useful: prior social distancing studies likely mismeasure both the timing (off by 12 days) and the magnitude (45% underestimate) of the intervention's effect. The socioeconomic status (SES)/race gradient in distancing timing is plausible but the effect sizes are small (fractions of a day per SD), and R2=11.8%R^2 = 11.8\% means most county-level variation goes unexplained. The paper's framing — attributing COVID disparities partly to behavioral delays — risks conflating structural barriers with choice: essential workers in low-wage jobs couldn't stay home regardless of awareness or motivation, which the elastic net would partly capture via income/occupation but not fully disentangle. The cross-sectional elastic net cannot rule out that "behavioral delay" is itself a proxy for structural inability to distance.
