Using Google Community Mobility Reports across 1,124 U.S. counties, the authors show that individuals began social distancing a median of 12 days before government stay-at-home orders — not on the policy date. Studies that use policy dates as the social-distancing start point underestimate the true case-reduction effect by ~45% (10.2% vs. 18.6%). An elastic net model further shows that 23 of 43 sociodemographic variables predict county-level variation in social distancing timing, with lower educational attainment and higher proportions of racial/ethnic minorities and non-English speakers associated with longer delays.

The measurement-error finding is genuinely useful: prior social distancing studies likely mismeasure both the timing (off by 12 days) and the magnitude (45% underestimate) of the intervention's effect. The socioeconomic status (SES)/race gradient in distancing timing is plausible but the effect sizes are small (fractions of a day per SD), and means most county-level variation goes unexplained. The paper's framing — attributing COVID disparities partly to behavioral delays — risks conflating structural barriers with choice: essential workers in low-wage jobs couldn't stay home regardless of awareness or motivation, which the elastic net would partly capture via income/occupation but not fully disentangle. The cross-sectional elastic net cannot rule out that "behavioral delay" is itself a proxy for structural inability to distance.
